Joshua Lam

Managing Partner

Josh likes solving problems. His goal is to find solutions by working closely with community-minded, entrepreneurial, and change-making First Nations, Indigenous groups, and other organizations. His business and human rights experience equips him to find practical and innovative approaches without compromising recognition and respect for the rights and principles of his clients.

Josh took his law degree at the University of Alberta and was called to the Alberta bar in 2011. While in Alberta, he advocated on behalf of marginalized communities to achieve social justice, working at organizations like Pro Bono Law Alberta and Calgary Legal Guidance. After too many cold winters, he and his family made the wise decision to return to their roots in Victoria, and he was called to the BC bar in 2016. Prior to joining Sage Legal in 2018, Josh  practiced in Victoria as in-house counsel at a large regional wholesaling company, and also acted as legal counsel for a number of local Indigenous and community organizations.

In 2011 Josh was selected to be an international intern with the Canadian Bar Association. He went on to live and work in Nairobi with the Kenyan Section of the International Commission of Jurists, focusing on International Criminal Justice, Access to Justice, and International Human Rights Issues.

Outside of the office, Josh spends most of his time trying to keep up with his daughters and sampling the best places to eat with his wife. He is also an avid (but modestly talented) soccer player.

Legal Counsel

Mackenzie views the law and her skills as a tool for clients, to be used to support their goals and autonomy. Her previous legal experience has largely been in the non-profit sector, providing free legal services to community members who would not otherwise be able to afford a lawyer. In addition, she gained experience at a boutique law firm that specializes in work for Indigenous governments and organizations, including in the areas of governance, economic development, consultation, and Aboriginal and Treaty rights litigation. Mackenzie understands that creative and pragmatic legal strategy can shift outcomes for clients and has learned to prioritize clients’ goals and amplify clients’ voice.

Mackenzie is a dual US-Canadian citizen who was born in Austin, Texas, USA. While she lived throughout the US and Canada growing up, she is happy to call Victoria, BC her home base. Mackenzie received her undergraduate degree in political science from the University of British Columbia in Vancouver, BC. She then went on to complete her law degree with a co-operative distinction at the University of Victoria in 2019. During law school she volunteered with Pro Bono Students Canada and the Victoria Women’s Transition House. After law school, she moved to Calgary, Alberta to article with a non-profit law firm, acting on behalf of marginalized community members. Upon the completion of her articles, Mackenzie returned to Victoria, BC. She was called to the Alberta bar in 2020 and was also called to the BC bar in 2020.

Outside of the office, Mackenzie spends most of her time out on the roads and trails running and hiking with her friends and dog.

ANNE MUTER

ASSOCIATE COUNSEL

Anne is a senior litigator with breadth of experience across practise areas and roles. As legal counsel, she takes pride in balancing diligence and creativity to bring value to her clients. Recently, she has focused on First Nations, administrative and regulatory matters. She has experience in employment, professional negligence, estates and trusts. Anne also has a keen interest and expertise in water policy and governance matters. She has acted as a consultant to NGOs, developed reports and published papers with respect to topics such as Environmental Flow Needs regulation, flood water management and water use authorizations in the fracking industry.

Oliver Pulleyblank

Associate Counsel

Oliver is based in Vancouver, BC, and has a practice that provides high-quality representation for judicial reviews, administrative hearings, appeals, and other legal services in areas such as Indigenous law, environmental law, and constitutional law. He worked from 2011 - 2018 as a litigator with the Department of Justice in Vancouver, where he focused on administrative, environmental and constitutional law. Oliver acted in a wide array of cases, including matters relating to personal injury, copyright, real property, contracts, natural resources, and security clearances.  Oliver has broad courtroom experience, having successfully argued cases in the Federal Court, Federal Court of Appeal, British Columbia Supreme Court, and British Columbia Court of Appeal.

Previously, Oliver worked as a judicial law clerk at the Supreme Court of Canada, for Chief Justice McLachlin, and at the British Columbia Court of Appeal.

Oliver was called to the British Columbia bar in March 2011. He holds a B.A. from McGill University and a LL.B. from the University of British Columbia (Allard School of Law). Oliver is an adjunct professor of law at Allard School of Law, where he teaches public law and environmental law.
